Statement of Work: Automated Civic Ingestion & Intelligence Pipeline
01 Project Scope & System Objectives
AveLynx will engineer, deploy, and maintain an automated municipal document intelligence pipeline for The San Diego Union-Tribune. The pipeline continuously monitors public municipal agenda portals (including City of San Diego Hyland OnBase, County Board of Supervisors, and Open DSD APIs), executes high-speed hybrid OCR on disorganized packets, reconstructs multi-page tables, and delivers pre-compiled Human-in-the-Loop (HITL) verification dossiers directly to assigned beat desks.
02 Phased Rollout Schedule & Source Matrix
| Phase | Source Scope | Monthly Retainer | Key Deliverables |
|---|---|---|---|
| Phase 1: 30-Day Pilot | ~5 Portals (City Council OnBase, County Board, Open DSD API) | $2,300 / mo | Virtual Civic Shipper, S3 Lake, Slack Beat Bot |
| Phase 2: Regional | ~9 Portals (+ SANDAG, Port of San Diego, Airport Authority) | $2,670 / mo | Multi-Page Table Stitcher, Entity Resolution |
| Phase 3: Countywide | ~40 Portals (17 Suburban Councils, School Boards) | $6,540 / mo | Full Countywide Auto-Ingest & Anomaly Engine |
03 Legal Terms, Strict Confidentiality & HITL Verification Shield
Liability Cap: Provider liability is strictly limited to fees paid under the active rollout phase ($27,600 for Phase 1).
